Responsibilities

This position is for a Systems Integrator (SI) who will be the WXX Budget Reports Officer reporting directly to the Chief of WXX Budget and Plans and works closely with the XXXMC Senior Manager (Team), Chief and Deputy Chief Tech, Chief of Analysis, Chief of Staff, Branch Chiefs, Program Managers and COTRs to assist WXX budget formulation and tracking of annual program budget expenses for WSD.

Responsibilities:

  • The SI Budget Reports Officer will have a strong understanding of the Government structure of the WXX budget to include Programs of Record and associated budget activities necessary for WXX programs including:
    • Maintain an understanding of Government budget requirements and timelines for expensing in the fiscal year.
    • Research historical Government budget data associated with WXX programs to determine how budget activities change and impact across fiscal years.
    • Create a tool that the management team can utilize to easily visualize past and present fiscal break down of types of funding, expenditures, as well as look at future funding requirements.
    • Provide direct assistance to the Chief of Budget Plans on maintaining spend plans.
    • The WXX Budget Reports Officer shall be responsive to budget and plans actions and performance data requests origination from WXX management, DS&T and WCPMC.
    • The WXX Budget Reports Officer may assist the COTRs and Branch Chiefs in answering budget and financial reporting data calls from Dept Dir, Dir and XXXMC management.

Detailed Responsibilities:

  • The SI Budget Reports Officer will support the WXX leadership team in developing budget planning and performance management and reporting tool tailored for the integration of former DXX/SCX, DXX/AX Program and XXMC/XXXD organization budget management and reporting.
    • Develop and maintain a flexible master financial data repository to track all WXX budget plans and execution actions (Data Base environment and DBMS TBD).
    • Develop reporting dashboards via Tableau to address the needs of all managers to access and understand WXX Budget status on near real-time basis.
    • Ensure all automated and manual feeds of budget data and status are integrated into WSDs budget management environment (e.g. COGNOS reports, BASIS queries, IGTC updates and actions, other)
  • At the direction of the WXX Chief of Budget and Plans, maintain a master spend plan tool that is visible to management and update it as required (daily, or multiple times weekly) to reflect new commitments.
  • Assist the Chief of Budget and Plans with maintaining and tracking the annual obligation spend plan to ensure COTRs are executing BCRs as anticipated, and if not, working with the COTRs to adjust their funding needs.
  • Assist the Chief of Budgets and Plans with updating budget plans based upon new information and /or situations and identify excess funds available for unfunded activities.
  • Assist the Chief of Budget and Plans with reviewing documentation associated with contract funding, WXX procurements, working capital funds, annual support contracts and creation of new funding documents to support WXX business operations.
  • Engage in end-of-year fiscal activities directed by the Government.
  • Assist the Chief of Budget and Plans with tracking budgetary program plans associated with recurring WXX Program Reviews.


Qualifications

Required Qualifications:

  • Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or 5 to 7 years with PhD. TS/SCI polygraph eligibility
  • TS/SCI polygraph eligibility
  • 5+ years experience detailed knowledge of the US Government budget planning process
  • 3+ years experience with a working understanding of the Agencys budget planning management and reporting process.
  • 2+ years experience competency with Agency financial/budget management tools (e.g. COGNOS, BASIS, IGT).
  • 5+ years experience of database design and complex spreadsheet (excel) formatting experience.
  • 2+ years experience with Tableau.
  • 3+ years experience developing financial status reporting dashboards (web-based).
  • 5+ years experience demonstrated ability to professionally engage with senior government. leaders in high-visibility budget review forums.
  • 5+ years experience professional presentation skills.

  • Active TS/SCI polygraph with current badge
  • 10+ years experience detailed knowledge of the US Government budget planning process.
  • 10+ years experience with working understanding of the Agencys budget planning, management and reporting process
  • 5+ years experience competency with Agency financial/budget management tools (e.g. COGNOS, BASIS, IGT).
  • 10+ years experience of database design and complex spreadsheet (excel) formatting experience
  • 5+ years experience with Tableau.

  • 10+ years experience demonstrated ability to professionally engage with senior government leaders in high-visibility budget review forums.
  • 10+ years experience professional presentation skills.
