Responsibilities


A Security Control Assessor (SCA) is a security professional that provides information security Assessment and Authorization (A&A) support throughout a program's lifecycle to industry partners and customer facilities processing customer information. The SCA tasks include, but are not limited to:

  • Reviewing information systems for compliance with applicable governance, directives and guidance, and make recommendations to the customer
  • Providing Information System security advice and guidance in accordance with applicable governance, directives and guidance to the customer and industry partners for the protection of data at all classification levels
  • Providing Information System Technical guidance and support in preparing responses for the customers approval to A&A questions asked by customers and industry partners
  • Evaluating and recommending approval, disapproval, or waiver(s) for Information System processing data at industry and/or customer facilities
  • Providing input to customers security development and implementation of directives and guidance for customer Information Assurance, Information Technology, and Information Management policies
  • Providing input to the customer for consideration in the promulgation of future Information security policies
  • Supporting and/or conducting visits and assessments to inspect and verify Information System reports and plans at industrial and customer locations and provide written reports for review and approval
  • Preparing reports and memoranda, to include: Memoranda for the Record, Memoranda of Agreements, Authorization to Proceed and status and technical briefs for review and approval by the customer
  • Updating data and maintaining customer provided databases with current information about customer and industry Information Systems status and representative contact information
  • Preparing, reviewing and recording notification and status messages to indicate A&A state of systems to system owner or programs in a format approved by the customer
  • Ensuring that appropriate Information Security requirements including applicable governance, directives and guidance are addressed and applied and that appropriate documentation is prepared by the system owners or programs (i.e. CONOPSs, SSPs, SRTMs, RMMs, Test Results, ICDs, RFCs, Test Plans and other related program security documentation)
  • Tracking completion of the Security Assessment Reports (SARs)
  • Supporting the preparation of the SAR
  • Reviewing, coordinating and responding to Information Security issues as requested by the customer

Qualifications

The Security Control Assessor (SCA) Level III candidate should possess the following desired qualifications:

a. The candidate should have one of the educational/experience requirements listed below:

  • High School diploma/GED or Associates Degree with at least 7 years of relevant experience
  • Bachelors Degree in Engineering, Computer Science or related field of study with at least 5 years of relevant experience
  • Masters Degree or higher in Engineering, Computer Science or related field with at least 3 years of relevant experience
    (Education relevant to computer engineering, information security, information management, and/or computer science. Experience in the following is considered relevant: information technology, information systems security, information assurance engineering and technical project management)


b. An Active TS/SCI with Poly
c. A DoD 8570 IAT Level 3 (CISA, GCIH, GCED, CISSP, CASP) and IAM Level 2 (CAP, GSLC, CISM, CASP, CISSP) certifications
d. Experience in technical project management
e. Experience performing information systems assessment and authorization (A&A)
f. Experience developing and implementing security related directives and guidance for Information Assurance, Information Technology and Information Management
g. Experience utilizing risk management strategies for information technology solutions
h. Technical understanding of emerging technologies and their implementation within systems and network environments
i. Knowledge of information technology concepts used in the evaluation of security performance and integrity of state-of-the-art systems and networks
j. Technical understanding of information technology systems, software and networks
k. Ability to effectively coordinate A&A activities of industry and customer information systems to meet acquisition milestone requirements
l. Effective technical report and general correspondence writing ability
m. Ability to manage and track systems or programs involved in the A&A process
n. Experience developing and implementing security related directives and guidance for Information Assurance, Information Technology and Information Management
o. Experience working with a mixed skill level team to ensure that appropriate knowledge and skill transfer occurs
