Responsibilities

Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.

  • Advising the government office on key developments in their assigned area requiring both immediate and long-term analytic and collection responses by the IC.
  • Supporting the planning, facilitation, and after action needs for Community sessions and outreach initiatives to address integration matters.
  • Supporting decision making and special projects on integration issues to include the preparation, production, and coordination of written products and briefings for senior government members, policy makers, military decisions makers, members of Congress, and other major stakeholders on intelligence integration efforts sponsored by the government office.
  • Manage Government project preparation, planning and execution.
  • Track project plans with milestones and deliverables.
  • Draft reports on meetings, management report inputs, status reports, and schedules for Government review.
  • Serve as the process improvement SME ensuring best practices are utilized.
  • Support the statutory requirements of the ISE.
  • Develop and support plans to integrate system architectures.

Qualifications

  • An advanced degree related to the position requirements and 20 years related to: 1) Space Technology or, 2) Technical Intelligence/Emerging and Disruptive Technology.
    • An additional 5+ years of experience (for a total 25) is required for candidates with related Bachelor's Degree
  • Demonstrated strong analytic skills, tradecraft experience, and/or extensive publication on the subject as a noted expert in their field.
  • Significant demonstrated experience with collection and analytic missions of the designated regional or functional AOR against which the FTE is proposed to perform and programs/projects designed to improve US IC capabilities to address key issues therein.
  • Ten (10) or more years of practitioner experience managing/supporting Government IT systems, architecture planning, and/or engineering projects
  • Demonstrated expert ability to work in a collaborative environment;
  • Demonstrated expert writing skills (e.g., project management reporting summaries);
  • Expert experience utilizing SharePoint or other collaboration tools;
  • TS/SCI with Polygraph level clearance is required
