Qualifications

Knowledge & Experience:
  • Demonstrated experience managing cost, schedule, budget of contract against mission requirements and prioritization.
  • Prior experience managing projects with Government dependencies and the ability to work with these customers to resolve complex issues.
  • Experience with Agile methodology including Scaled Agile Framework for Lean Enterprises (SAFe).
  • Ability to work in a matrix team environment with disparately located personnel, actively and effectively managing relationships with customers, build and release managers, technical teams, product development, project managers, and other application managers.
  • Experience developing and reporting upon metrics relative to operational and financial performance.
  • Excellent organization and analytical skills.
  • Exceptional ability to communicate with leadership, staff and customers
  • Strong organizational skills and the ability to multitask.

Education/Certifications/Clearance:
  • Masters degree with 10 years of experience or 10 years of relevant experience may be substituted for education.
  • Knowledge of Veteran Affairs Information Technology Systems, Infrastructure Components, Configuration Control, Change Management, Policies, and Processes preferred.
  • Project Management Professional (PMI) would be helpful
  • Intermediate / Advanced SAFe certifications would be helpful; (i.e. Certified SAFe Practitioner (SP), Certified SAFe Scrum Master (SSM), Certified SAFe Advanced Scrum Master (SASM), Certified SAFe Release Train Engineer (RTE), Certified SAFe Program Consultant (SPC)
  • Must be able to achieve a moderate VA position of trust.

Responsibilities

This role will serve as part of the team supporting the Department of Veterans Affairs (VA) with the implementation, integration and sustainment of a fully integrated supply chain solution that provides the full spectrum of medical logistics. The Supply Chain delivers clinical care to Veterans by managing the logistics and flow of supplies and equipment. Supply Chain Management (SCM) ensures that the right equipment and supplies are available when needed, and the Supply Chain Management Product Line (SCM PL) encompasses the activities to procure resources, manage supplies, and deliver goods and services to providers and patients.

This team will be focused on implementing a scalable model to support accelerated site deployment, while at the same time supporting integration with additional VA systems and sustainment of current integrations.

The team will have a blend of specific expertise and experience in SAFe Agile, Product Management, Development, Security and Operations (DevSecOps), engineering, and Data Migration.

The Deputy Director will work closely with the Director and team to ensure business continuity and consistent application of standards across this effort. They are responsible for implementing Agile Methodologies in support of VA DevSecOps strategy including Scaled Agile Framework for Lean Enterprises (SAFe) methodology and principles.
  • Directly responsible to the Director for performance management, including measuring planned versus completed progress against end item deliverables, and providing actual versus baseline metrics to determine performance improvements for analysis and reporting.
  • Converse fluently with Release Train Engineer (RTE), scrum masters, technical staff and leads across the program as it relates to consistent application of process, tools and controls across the program
  • Directs, monitors and reports on continuity of operations and configuration management initiatives, tasks and progress across the program.
  • Provides review of contract deliverables in collaboration with the Quality Assurance Manager and Director to ensure the program scope of work is delivered on time, within budget and with precision across all technical areas.
  • Ensures adherence to VA policy and standards during meetings, release management/operational readiness reviews, and other work sessions, such as planning and budgeting.
  • Reports on accomplishments, impediments and planned activities on a monthly basis
  • Manages changes and other deployment activities for assigned applications following change management, configuration management, and project management policies and procedures.
  • Develops and maintains relationships with internal/external customers.

Colorado Salary Minimum: $114,067.20 Colorado Salary Maximum:$243,859.20 The estimate displayed represents the typical salary range for this position, and is just one component of Peraton's total compensation package for employees.
