Job Description:
Support the development of technical requirements and constraints for the IC IE to provide input to foundational technical documents, including but not limited to, program architectural or technical artifacts, business cases, analysis of alternatives, and the concept of operations
Review and analyze implementation plans from SoCCs, IC IE service providers, and other CSRs across the IC
Support risk management, trade-off analysis, and gap analysis as part of the technical assessment process in an effort to provide recommendations and courses of action
Support the development of materials and information needed for the community Collaboration, Education and Awareness Training sessions and participate with outreach efforts as required
Assist with the development of systems engineering plan guidance, derives technical requirements, and provides engineering assessments in support of strategy and program milestones
Review and analyze implementation plans from IC IE service providers (IC agencies responsible for implementing IC ITE initiatives) across the IC
Support the IC CIO through the development, delivery, socialization, system integration, validation, verification and engineering assessments in support of major program milestones
Required Qualifications:
Bachelor's Degree
TS/SCI clearance with Polygraph
Certs: None
At least 15 years experience working with largescale transformation programs in government or industry
Deep functional understanding and hands-on implementation experience with large scale enterprise solutions, including specific expertise in at least one of the following areas: E2E business processes of B2R, H2R, A2R, and P2P or common enterprise IT solutions: Cloud, IdAM, Desktop deployments, networks and Enterprise search
Demonstrated ability to identify, assess and devise strategies to resolve issues, obstacles and conflicts to executing enterprise scale systems and solutions
Expert knowledge of and skill in applying program management techniques, developing new methods, procedures and approaches to resolving complex issues; ability to present clear and convincing information to enable timely decision making; ability to handle complex relationships with government personnel and support staffs; ability to organize and facilitate working groups tasked to conduct critical problem analysis and resolution; and ability to direct and guide subordinates
Working knowledge of the technological components and services required for solution implementations
Desired Qualifications:
Bachelor's Degree (Systems Engineering, Computer Engineering, Computer Science, Electrical Engineering, Information Systems or Information Technology)
