Global Operational and Resilience Risk (ORR) is a sub function of Group Risk. Its purpose is to make sure HSBC understands, and is in control of its non-financial risk position. In addition, the function provides resilience risk stewardship to global businesses, functions and entities we operate in.

The Third Party Risk Senior Manager will serve as a specialist as part of HSBC's Second Line of Defence Operational and Resilience Risk team. The role holder will closely interact with different stakeholders across the organization to ensure that the Third Party Risk Policy and supporting guidelines are embedded and adhered to. Third Party Risk remit includes external and internal third parties.

The key accountabilities of the US ORR Third Party Risk Senior Manager role include:

  • Ensure that local Third Party Risk policies and guidelines are in adherence with global policies (FIM) and local regulatory guidelines, and that they remain up to date.
  • Provide guidance, review and challenge the ‘Failure to Manage Third Parties’ risk and control assessment and ensure alignment with the corresponding area Third Party Risk profile and the current control environment.
  • Promote and develop Third Party Risk awareness and risk management culture in order to ensure that the material risks are both evident and effectively managed. This includes attending key governance forums. 
  • Identify any concerning trends and challenging the Global Business and Global Functions to address these. This includes monitoring the local external environment to get early sight of emerging risks and provide detailed guidance on controls required to mitigate against them.
  • Recommend Risk and Control Assessment scoping for Third Party Risk and challenge where this is not appropriately applied.
  • Collaborate with other Risk Specialists and Risk Stewards to ensure that they consider Third Party Risk in their guidelines and oversight. In addition, support the ORR Business & Functions teams in their overarching oversights activities.
  • Oversee and report Third Party Risk related risk and control profile, issues or events and any relevant top and emerging risks. This includes reviewing Third Party related issues / events to assess whether the root cause of relevant local operational risk issues and events are fully understood and correctly treated.
  • Lead Third Party Risk governance requirements (such as the Third Party Risk Oversight Forum) and support escalation to applicable senior forums such as the Risk Management Meeting and Board.
  • Ensure that any concerns with key controls and material change programmes, relevant to Third Party Risk, are understood and escalated (i.e. within country, to region and/or global peers) as needed.
  • Oversee that First Line of Defence teams that support the end to end Third Party Risk management activities, such as Procurement, to ensure that they adhere to Third Party Risk requirements (Policy). In addition, collaborate with such teams to provide a holistic comprehensive TPR program which includes guidelines, tools and training to support the firm’s embeddedness and wider HSBC community understanding of Third Party Risk.
  • Lead key oversight activities including developing/defining key control and risk indicators, set risk appetite statements, identifying Top and Emerging Risks and executing thematic reviews.
  • Support local regulatory and audit engagements pertaining to Third Party Risk; this includes supporting remediation activities.

Impact on the Business

  • Provide specialist actionable and contextual guidance on Third Party Risk to different stakeholders from the different Lines of Defence enabling business growth whilst maintaining Third Party Risk within appetite
  • Responsible for the review and challenge of Third Party Risk related (Failure to Manage Third Parties) risk and control assessments.
  • Review of internal and external Third Party Risk related events and issues, to ensure that root cause was adequately identified and remediation actions are fit for purpose.
  • Provide credible challenge of scenario analysis activities for both capital adequacy and risk management purposes as it pertains to Third Party Risk matters.
  • Manage and maintain close oversight on third party related incidents with a view to provide credible challenge that risk and impacts have been handled.

Customers / Stakeholders

  • Collaborate, influence and provide direction to the First Line of Defence, ORR Business & Functions and other Risk Stewards and Specialists to ensure they fulfil own roles and responsibilities and manage Third Party Risk in alignment to Policy and local regulatory requirements.
  • Build and maintain relationships with different stakeholders, including regulators and audit, to keep up to date with developments.

Leadership & Teamwork

  • Challenge and influence to ensure specialist advice and guidance is understood and followed  
  • Work in conjunction with ORR Business & Functions team and the wider RR Specialist team
  • Support diversity and reflect the HSBC brand and organisational values.

Operational Effectiveness & Control

  • Partner with Fist Line of Defence, ORR Business Functions, Risk Stewards and other Risk Specialists to identify, measure, mitigate, monitor and report Third Party Risk related to their area of specialism
  • Partner with stakeholders across the firm (from different Lines of Defence) regarding implementation of local regulatory and/or internal Audit issues.

Major Challenges

  • Operating with influence and gravitas across all Lines of Defences within Global Businesses/Functions and Legal Entities within USA, in relation to the management and oversight of Third Party Risk.
  • Providing clear delineation between accountable activities under operational and resilience risk
  • Maintaining a commercial understanding without compromising standards of internal control and organisational risk appetite in a growing and successful business.

Role Context

  • Reporting to Head of Third Party Risk, the role holder will maintain close working relationships with the wider stakeholders teams from the different lines of Defence, including the ORR organization locally, regionally and globally.
  • HSBC serves the needs of retail, corporate and institutional clients delivering innovative and integrated financial solutions. The Risk function discharges oversight on the management and monitoring of financial and non-financial risk by the businesses and their support functions.
  • The importance of non-financial risk and control has increased in recent years and is now the most influential subject for senior management, boards, and regulators. An organisation’s ability for effective identification, measurement and mitigation of non-financial risk will have a significant impact on the achievement of strategic objectives.
  • The role has influence over a wide group of stakeholders and employees across the organisation.

Management of Risk

  • Responsible for ensuring awareness of the ORR risk impact associated with the role and must act in a manner that takes account of ORR risk considerations.

Observation of Internal Controls

  • You will adhere to and be able to demonstrate adherence to HSBC internal control standards. This is achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

  • Over 7 years of experience in risk management roles working in Third Party Risk related topics, including understanding of local regulatory guidelines. 
  • Fluid understanding of Third Party Risk management principles, including experience with policy development, control definition, and application of controls in a business content
  • Comprehensive knowledge of Third Party Risk control environment
  • A Bachelor’s University Degree in Finance or Business and a Master’s in Business Administration (or related) plus a professional certificate in Third Party Risk preferred
  • Strong written communicator with demonstrated analytic skills
