Qualifications
Required:
Requires 10 to 12 years with BS or 8 to 10 years with MS or 5 to 7 years with PhD.
(4 years of relevant experience in an RF communications development/acquisition program - ground systems focused - can be substituted)
Technical BS in Engineering, Computer Science or related technical degree.
The ability to work well within a team of engineers
Demonstrated success in working with government customers.
Desired:
Prior experience as a SETA with NUO IC customer work with requirements and other related readiness processes.
SAFe Agile certification
IT Systems and/or network infrastructure background.
Experience with the systems development life cycle (SDLC)
Responsibilities
Using a holistic approach, designs, develops, evaluates and modifies end-to-end systems and systems-oriented products through their entire life cycle. Generates quantifiable requirements based on customer description, system planning and design, and acquisition logistics. Ensures requirements comply with client requirements and government standards through formal verification methods. Translates high level product development strategies into system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the overall product development. Designs interfaces and brings system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements. Participates in system conceptual design and documentation of the design concepts. Translates high level product development strategies into system requirement specifications and works with multi-discipline engineering teams to develop lower level detailed requirements. Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements through compliance verification and validation. Generates system level requirements verification procedures and customer acceptance test procedures. Reviews test plans/procedures and ensures they meet the objectives of the contractual requirements and participates in the testing process to validate requirements.
Specific Program Description:
This program provides SETA (Systems Engineering Technical Advisor) & SE&I (Systems Engineering & Integration) services to an IC customer with a focus on assured space communications and supporting IT infrastructure. The contract support is part of the customer core team focused on all aspects of the systems life cycle including conops development, capturing requirements, working with developers to deliver capability, testing to ensure capabilities meet requirements, transition to operations and operations support. The program also supports customer front office functions including administrative, finance, contracts, acquisition strategy and information assurance support.
Specific Position Description:
This is a SETA position supporting a client program manager and contract officer's technical rep (COTR) over a large software development effort, forming the core of a planning and scheduling system that interfaces with a larger enterprise architecture. Position requires working knowledge of the SAFe Agile S/W development methodology, which will be used to help facilitate the process and advise the client. Strong knowledge of acqusition policy, systems engineering, IT system funtionality, security policies, verification & validation and intergration and test are also important to the position.
